NOTICE OF ANNUAL MEETING AND ELECTION
ROYALTON-HARTLAND CENTRAL SCHOOL DISTRICT
NOTICE IS HEREBY GIVEN, that a Public Hearing of the Royalton-Hartland Central School District (the "District") will be held in the High School Media Center, 54 State St, Middleport, NY on Wednesday, May 6, 2026 at 5:30 p.m., for the presentation of the 2026-2027 fiscal year budget.
ALSO TAKE NOTICE, that the Board of Education of the District (the "Board") will have prepared a detailed statement in writing of the amount of money that will be required during the District's 2026-2027 fiscal year for school purposes, specifying the several purposes and the amount for each. Such statement shall be completed at least seven (7) days before the budget hearing at which it is to be presented and copies thereof shall be prepared and made available, upon request, to residents within the District for review during regular business hours beginning April 29, 2026 at each school building, the District Office, the Royalton-Hartland Community Library and at the Annual Meeting.
ALSO TAKE NOTICE, that the Annual Meeting and Election (the "Annual Meeting") of the District will be held on Tuesday, May 19, 2026, from 12:00 p.m. to 8:00 p.m. in the High School Gymnasium, located at 54 State Street, Middleport, NY, to vote by voting machine, for the purposes of: (i) electing four (4) members of the Board of Education of the District; (ii) voting on the District's budget for the 2026-2027 fiscal year; (iii) voting on a proposition to purchase a new plow truck; (iv) voting on a proposition to purchase chromebooks and cleartouch panels using the District's Technology and Security Equipment Reserve Fund; (v) voting on a proposition to authorize an increase in funding for the Royalton-Hartland Community Library; and (vi) transacting such other business as may be authorized by law.
PROPOSITION 1: 2026-27 BUDGET
Shall the following resolution be adopted, to wit?
RESOLVED, that the budget for the Royalton-Hartland Central School District (the "District") for the fiscal year commencing July 1, 2026 and ending June 30, 2027, as presented by the Board of Education of the District, is hereby approved and adopted, and the required funds therefor are hereby appropriated and the necessary real property taxes shall be raised by a tax on the taxable property in the District to be levied and collected as required by law.
PROPOSITION 2: DISTRICT PURCHASE OF VEHICLES USING THE VEHICLES,
MACHINERY AND EQUIPMENT RESERVE FUND
Shall the following resolution be adopted, to wit?
RESOLVED, that the Board of Education of the Royalton-Hartland Central School District, Niagara, Genesee and Orleans Counties, New York (the "District") is hereby authorized to purchase a new plow truck at a total maximum estimated cost of $90,000 for use in the maintenance program of the District, utilizing $90,000 from the funds currently on hand in the District's Vehicles, Machinery and Equipment Reserve Fund, 2020?
PROPOSITION 3: DISTRICT PURCHASE OF TECHNOLOGY USING THE TECHNOLOGY AND
SECURITY EQUIPMENT RESERVE FUND
Shall the following resolution be adopted, to wit?
RESOLVED, that the Board of Education of the Royalton-Hartland Central School District, Niagara, Genesee and Orleans Counties, New York (the "District") is hereby authorized to purchase up to 200 chromebooks with cases and 8 cleartouch panels at a total maximum estimated cost of $150,000 for use in the High School and Middle School programs of the District, utilizing $150,000 from the funds currently on hand in the District's Technology and Security Equipment Reserve Fund, 2020?
PROPOSITION 4: AUTHORIZATION OF THE LOCAL LIBRARY FUNDING REQUEST
Shall the following resolution be adopted, to wit?
RESOLVED, that an increase in support of the Royalton-Hartland Community Library by $3,116, for a total of $126,264, be, and it hereby is, approved and that the Royalton-Hartland Central School District (the "District") be, and it hereby is, authorized to levy and collect the necessary taxes in the District for the payment thereof.
ALSO TAKE NOTICE, that there will be voting for the election of four (4) at-large members to the Board. The three candidates receiving the largest number of votes shall be elected to a term commencing July 1, 2026 and ending June 30, 2029. The candidate receiving the fourth-largest number of votes shall be elected to a term commencing upon election and expiring June 30, 2027. Petitions nominating candidates for the office of member of the Board of Education shall be filed with the District Clerk, 54 State Street, Middleport, NY, be signed by at least 25 qualified voters of the District, state the residence of each signer and state the name and residence of the candidate. Petitions nominating candidates must be filed with the District Clerk no later than 5:00 p.m. on April 20, 2026. Nominating petitions may be obtained at the office of the District Clerk.
ALSO TAKE NOTICE, that an optical scan voting system will be used to record the vote on the propositions set forth herein and any other matters as may be lawfully presented during the Annual Meeting. The Board has adopted Rules for the Use of Voting Machines, printed copies of which, shall be made available to residents of the District, in the office of the District Clerk located at 54 State Street, Middleport, NY.
ALSO TAKE NOTICE, that pursuant to a rule adopted by the Board under §§2035 and 2008 of the Education Law, any referenda or propositions to amend the budget, or otherwise to be submitted for voting at the Annual Meeting must comply with the Board?s adopted rules set forth in District Policy 1650. However, the Board will not entertain any petition to place before the voters any proposition the purpose of which is not within the powers of the voters to determine, or any proposition which fails to include a specific appropriation where the proposition requires the expenditure of monies. Printed copies of the policy are available on the District's website, www.royhart.org, at the office of the District Clerk located at 54 State Street, Middleport, NY.
ALSO TAKE NOTICE, that applications for absentee and early mail ballots for the Annual Meeting may be obtained by qualified voters of the District at the Office of the Clerk of the District during normal business hours, Monday through Friday, excluding holidays. Completed applications must be received by the District Clerk no later than seven (7) days before the Annual Meeting, if the ballot is to be mailed to the voter, or no later than the day before the Annual Meeting, if the ballot is to be issued personally to the voter at the office of the District Clerk located at 54 State Street, Middleport, NY. Absentee and early mail ballots must be received by the District Clerk no later than 5:00 p.m. on May 19, 2026 to be canvassed and counted. A list of all persons to whom absentee and early mail ballots shall have been issued will be available for inspection by any qualified voter of the District in the District Clerk's office during regular business hours on each of the five (5) days prior to the Annual Meeting. In addition, said list will be posted at the polling place of the Annual Meeting. Any qualified voter may challenge the acceptance of an early mail ballot of any person on such list by making the challenge and the reasons therefore known to the Inspector of the Election before the close of the polls.
ALSO TAKE NOTICE, that military voters who are qualified voters of the District may apply for a military ballot by requesting an application from the District Clerk in person or by email to jsnell@royhart.org. For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application no later than 5:00 p.m. on April 23, 2026. In a request for a military ballot application or ballot, the military voter may indicate a preference for receiving the application or ballot by mail, fax or email. If no designation is indicated, the military voter application and ballot will be transmitted by mail. Irrespective of the preferred method of transmission designated by a military voter, a military voter's original military ballot application and military ballot must be returned by mail or in person to the office of the District Clerk at 54 State Street, Middleport, New York and received no later than 5:00 p.m. on Tuesday, May 19, 2026, to be canvassed.
ALSO TAKE NOTICE, that the qualified voters of the District shall be entitled to vote at said Annual Meeting. A qualified voter is one who is (1) a citizen of the United States of America, (2) eighteen (18) years of age or older, and (3) a resident within the District for a period of thirty (30) days next preceding the Annual Meeting. The District may require all persons offering to vote at the Annual Meeting to provide one form of proof of residency pursuant to Education Law § 2018-c. Such form may include a driver's license, a non-driver identification card, a utility bill, or a voter registration card. Upon offer of proof of residency, the District may also require all persons offering to vote to provide their signature, printed name and address.
