2025 O&M Project

NOTICE TO BIDDERS
Separate sealed bids for the 2025 O&M Project, Contract Nos.1G - General and 1E - Electrical, will be received at the offices of Niagara County Sewer District No. 1, 7346 Liberty Drive, Niagara Falls, New York 14304, until 11:00 a.m. local time on Friday, September 19, 2025, and there at said time publicly opened and read aloud.
All Bids shall be made on the forms furnished and shall be enclosed in a sealed envelope marked "2025 O&M PROJECT" and directed to Niagara County Sewer District No. 1.
This project consists of the replacement and repair of existing components and installation of new equipment at six (6) locations within the sewer district including pump stations, vaults, and the water pollution control center. The scope of work includes:
-The demolition and replacement of existing slide gates; sluice gates; polyethylene chemical storage
tanks and associated fixtures and piping; pump station control panel, UPS, auto-dialer, antenna,
VFDs, level transmitters, floats, hardware, instrumentation, and SCADA connection;
-repairs to existing treatment plant influent check valves;
- dry brushing and corrosion resistant coating application in a confined space;
-chemically resistant paint and concrete paint application; and
- new generator docking stations and electrical service installation for load bank testing.
A PRE-BID MEETING AND SITE WALK WILL BE HELD AT 10:00 A.M., WEDNESDAY, SEPTEMBER 3, 2025 TO DISCUSS THE PROJECT. THE MEETING WILL BE HELD AT THE NIAGARA COUNTY SEWER DISTRICT NO. 1 WATER POLLUTION CONTROL CENTER, 7346 LIBERTY DRIVE, NIAGARA FALLS, NEW YORK 14304. ALL PROSPECTIVE BIDDERS ARE STRONGLY ENCOURAGED TO ATTEND.

Bidders will be charged a non-refundable fee payable to Avalon. Cash payments will not be accepted. By submission of the non-refundable fee, bidder will be registered as an official planholder. Only official planholders are eligible to bid on the project. Subcontractors, suppliers, equipment vendors, etc. will also be required to submit the non-refundable fee in order to receive a copy of the Contract Documents.
Bids must be submitted upon the proposal form(s) furnished in the Contract Documents and must not be detached from the booklet. A bid security in the amount of 5% of the total bid payable to "NCSD No. 1" will be required and is subject to the conditions provided in the Information for Bidders. Failure to submit a bid bond or certified check with bid will result in automatic disqualification of bid. If, upon acceptance of his bid, a Bidder fails to enter into a Contract with the NCSD No. 1, the bid security shall be forfeited to and become the property of the NCSD. Failure to submit a bid on the proposal form(s) furnished in the booklet, or submittal of form(s) detached from the booklet will result in automatic disqualification of bid. Addendum pages, if issued, shall be stapled to the original pages of the Booklet and submitted as part of the Bid.
No bidder may withdraw his bid within forty-five (45) days after the date of the bid opening. The successful bidder must furnish a 100% Performance and Payment Bond with a surety company satisfactory to the NCSD No. 1 and conforming to the prerequisite requirements of Article 5 of the General Conditions.
The NCSD No. 1 is exempt from the payment of sales and compensating use taxes of the State of New York and of cities and counties on all materials, equipment, and supplies sold to the NCSD No. 1 pursuant to this Contract. Also exempt from such taxes are purchases by the Contractor and his Subcontractors of materials, equipment, and supplies to be sold to the NCSD No. 1 pursuant to this Contract, including tangible personal property to be incorporated in any structure, building, or other real property forming part of the Project. These taxes are not to be included in the Bid.
The NCSD No. 1 reserves the right to waive any informalities or to reject any or all bids.
Bidders are required to certify, under penalty of perjury, that bids have been prepared without collusion with other bidders, subcontractors, suppliers, etc. This certification is included with the Bid Proposal, which each Bidder must sign in the space provided.
